The problem was that one of the Need to take care over case sensitive file names: Localizable.strings not localizable.strings. Simply rename in Finder, delete reference in Xcode project and add Localizable string back to the project. Then make sure the appropriate Localization boxes are selected in the file inspector. Don't know if there's a better slicker process.

Storyboard localization not working
No localization from Main.Storyboa…, Storyboard (English). The problem I am facing is that all texts, titles, labels to be translated automatically in the Storyboard are not. Click on your storyboard, at the files panel, go on the right panel, at file inspector and click localize. A pop will show telling you what to localize, you choose base. Now suppose that you have added 1 language to the project (Italian).
If your base storyboard with localizable.strings is not working , I have everything setup correctly, but just somehow the localized string is not correctly showing on simulator/device. It is still showing the base In my case, it didn't work because the UILabel text was set as 'Attributed' instead of 'Plain' in the Attributes Inspector. Localization with a .strings file doesn't seem to work on Attributed strings. I even had a storyboard with mixed Plain and Attributed string labels, and the localization only worked on the Plain ones.
